public accounts reform

_This is a policy term which implies a number of platform proposals that may or may not be considered in the course of Platform 2005 Process but are nonentheless central to the advancement of GPC Approved Policy by providing a coherent blanket term for a number of more specific directions._

The public accounts reform issues are presently debated in Economic Philosophy but should probably be moved here.

It includes broadly the public sector accounting reform required to deal with well-being and triple bottom line issues, and is a pre-requisite for serious monetary reform.
