The dowire.org wiki actively investigates e-government and publishes among other things a list of wiki best practices that are widely influential with political wikis for both e-government and e-democracy.

It is run by Steven Clift and contains some of the best G2C case study reports and C2C (aka e-democracy) reporting, e.g. a list of candidate web services during the Canadian federal election, 2006.

It's also notable for good integration of a mediawiki-based service with RSS feed input and wiki feed output of its recent changes which any web browser can track as "feeds".
