A coal to oil or technically coal to fuel process was first developed by German scientists in the 1920s, and used during World War II by Nazis.

Both are fossil fuels and both are combusted, so the carbon dioxide output is similar or worse for coal once the processing is considered. This process would likely be similar to Tar Sands processing.
