The slogan "city that thinks" is used by the McLuhan Festival, according to an article in The Walrus.

Belief that such a minimally integrated body of infrastructural capital and social capital as a human city can learn to think, seems to be confined to those who themselves lack integration required to think. A city might reasonably be said, however, to have senses and a limbic system, composed of its automated and autonomous parts, and a nervous system, composed of its signal infrastructure.
