Addiction is an uncontrollable compulsive behavior with negative personal or social consequences. An addict is anyone who cannot cease to use addictive substances or stop self-destructive behaviors.

Addiction is a public policy issue from the mental health perspective and the criminal law perspective, since some addictions involve illegal substances and/or criminal activity. In all cases addictions are bad for the addict's well-being but can benefit others, so it may be difficult to separate issues like e-commerce or GDP increases from Internet addiction.
