Request For Comment

The IETF Request For Comment process is one of the best known and most successful consensus decision making systems. It created Internet Protocol and the HTTP of the World Wide Web.

The Tao of IETF explains the organization protocols it follows. Section 6 of that document explains the Request For Comment. It is a very reflexive organization, in that its own procedures are likewise specified as RFCs and protocols. RFC 2119, for instance, specifies the use of terms like "must". These terms are used identically in living ontology.
