A
whistleblower is someone who reports on government waste, abuse or corruption. They usually have some sort of
credential - typically actually working in the department converned as a civil servant
? - and also have something to lose, notably any chance at career advancement.
Position: the term whistleblower stigmatizes and isolates the person who is simply doing their duty - reporting problems as part of an overall effort at quality management in government which requires their feedback to work at all.
