waiting times as their number one barrier in accessing specialized health-care services, according to the 2003 Health Services Access Survey (HSAS). In a
public health care system, the since amount of funding and services is fixed, increased demand for health services will inevitably create lineups. This is basic
economics, not allowing prices to rise for anything causes shortages or rationing.

Liberal Party of Canada felt that waiting times was of importance enought to make it a central theme of their election platform. In
