This subsidy is a reaction to situations where income is deemed to be too low for a person or family to secure living space and also purchase other things required to support a certain standard of living.

In Toronto this type of housing is administered through government, social service agencies, religious institutions, co-operative housing communities, and more informally through peer groups and families.
