The prefix 'list of' in a page name signals a non-comprehensive list that may be very complete but is not complete by definition. For instance a list of influential political philosophers is very hard to keep complete. See category for more on this.

When a list documents something totally under the control of the users, and which they accept they must keep up to date, use "all" instead.
