in camera

This interim policy (sent by Council Chair Bruce Abel to Frank Cameron?) was used in the January 16th Council meeting in which Kathryn Holloway was suspended as Fundraising Chair.

It not been formally accepted by council as being standard operating procedure (and Bruce Abel welcomes suggestions on the policy).

In Camera Policy

Purpose:

There may be times when it is in the best interests of GPC that confidential discussions be held during Council Meetings. In that event it is proper to agree by the facilitator's proposal or by formal motion, whichever the meeting prefers to move in camera.

In camera:

Facilitator shall propose to move in camera by stating need - personnel items, strategic planning, election-sensitive material or legal, land and labour issues without expanding on the details OR

A Council Member shall make a formal motion requesting to move in camera by stating need - personnel items, strategic planning, election-sensitive material or legal, land and labour issues without expanding on the details.

Council, without discussion, shall consensus/vote, to determine whether or not to move in camera.

If Council moves in camera, the Facilitator shall propose a motion pertaining to the stated need.

During in-camera session, Council shall follow normal procedures and all actions are possible except that:
(a) Non Council Members shall leave the meeting unless specifically invited by Council motion to remain.
(b) The minutes of proceedings in camera are confidential and available only to those persons who were eligible to attend the meeting,
(c) Those who take part in the meeting or who avail themselves of the privilege of consulting the minutes are deemed to have agreed to maintain the confidentiality of the proceedings, and
(d) Minutes of the proceedings will not be circulated but copies will be retained by the Chair and Secretary.

When Council has completed the proceedings which ought to be conducted confidentially, it may return to normal procedures by formal motion and consensus or vote, or by the declaration of the Facilitator, whichever seems most appropriate to the meeting.

Any actions that have been taken in camera shall be reported when Council returns to normal procedures unless Council formally agrees by motion that it is in the best interests of the GPC that actions taken in camera should not be reported in the minutes. In that event the minutes of the meeting must indicate that such a thing has occurred.

Council will determine appropriate action in response to violation(s) of the In Camera Policy at an in person Council meeting.
