Most commercial fishing quotas are held by corporations in Canada. Historically they were held by individual fishers or fishing communities in common.

Abolishing quotas for corporations is advocated by some as a way to restore local control of fisheries, e.g. this was one of the GPC Oceans and Fisheries positions in the GPC platform, 2004.
