IPA EI autonomy

Issue: the federal government has long used the surpluses from the Employment Insurance Fund as a means to increase general revenues. Essentially, by making off with the surpluses, the government has turned what was supposed to be a self sufficient program into a tax scheme. It makes little, if any economic sense, to put into effect a tax on employment. As a result, the Green Party of Canada proposes to create an independent governing body for the EI program with the objective of ensuring an autonomous administration of the fund so that it remains an insurance program and not a source of revenue.
