The paragraph concerning what defines success in government doesn't make any sense. First, there isn't any logical connection between the first and second assertions. Just because quality of life is decreasing and taxes are rising does not in any way lend support that the opposite situation will come about. In other words, being able to imagine one state of affairs doesn't necessarily lead to another coming about. Second, the last two sentences are extremely vague. What "linkage" are you talking about? How are operations, policy and policy innovation linked in such a way to bring about "quality". Rhetorically, you need to explicate before moving on to giving an example
