A talk page is a wiki page? which is used as a blog or discussion board. - collaborative editing is replaced by debate, with comments that may be signed by users?. Every mediawiki-based service supports talk pages, which may be a serious mistake.
In politics, the tendency to talk ad naseum is not a political virtue.

A user talk page is one specific to a single user.
