Issue
Municipalities are, in the hirarchy of the levels of canadian governments, the lowest level of government. Municipal Governments we concieved of to manage basic services required in human settlements such as road construction, waste management and fire and police services. By constitution, they are an incorporated entity under provincial government and as such can be created, restructured, or dismissed at their will. The conventional wisdom in political science holds that municipalities are a "creature" of provincial governments.
