A footer tag is an open politics tag that appears in the footer? or "at the bottom of" a wiki page?.
All tags that refer to the purpose of a page are header tags, with only specific exceptions. At present the open politics tags that should only appear in the footer are those that directly affect the inclusion or exclusion of a page in any subset or derived web of the Living Ontology Web or open politics web, i.e. those that address legal, moral or ethical questions about such inclusion:

- specify license?s in use, e.g. CC-by-nc-sa not CC-by
- make direct reference to Terms of Use or other legal questions
- make reference to an authority such as Efficient Civics Guild or the UN, without which support the page is worthless or just meaningless
- specify how the page relates to living ontology, open politics web, etc.
- make note of any legal issues with a page, e.g. disclaimers
