Democracy, by defininition means rule by the people. In practice, this power can take the following forms:
- representative democracy - in which elections? are held occasionaly to select governments and/or leaders who then determine policy.
- direct democracy - in which a plebicite or referendum is held to allow citizens to choose policies directly.
- deliberative democracy - in which citizens meet and by some kind of process decide on policies. Closely related to participatory democracy, grassroots democracy and more recently emergent democracy
