In fact, BQ leader Giles Duceppe? was the only party leader to not answer the question posed by Canadian Press on proportional representation. One Gatineau Bloc Quebecois candidate canvassed by the PP refused to state any position on PR. He claimed that supporting Electoral Reform would be inconsistent with that party’s separatist stance. (The Bloc is currently the most over-represented party in the House of Commons, with 75% of the Quebec MPs, and less than half of the Quebec popular vote.)
