The header should be at least one complete sentence stating clearly who or what the proposal came from? and who or what it went to?, both linked to easily refer. The status of the proposal should also be noted as of the date the page is updated.

If there is a deadline, then a before date should be noted as well. An ultimatum? should have the page name by DATE ORG will? or something else that obviously implies a commitment the org must make.

Any page marked this proposal has the status of an open letter and can be cited. Please be sure that they are accurate. To approve versions that change, log in? as an officer of the org that the proposal is from?.
