Best Practices for Utility-Based Data? (water, stormwater and wastewater) provides a framework for acquiring the utility data needed for sound decisions. 757K
An Integrated Approach to Assessment and Evaluation of Municipal Road, Sewer and Water Networks? is a guide to establishing renewal planning that will maintain a high level of service while minimizing impacts on the environment and communities.
Civic Efficiency Group had the following feedback on the online delivery system: While the content is excellent, the delivery is clunky, making it impossible to rapidly process feedback - need a more open format such as a wiki to really compile many independent inputs.
Naming discipline is good but could be much better. Key areas (information technology and its relation to transport and air quality? and so on) left out.
Along with a lack of time, funds and any incentive to learn the new terminology and standards, a major constraint was the total lack of standardization in information about municipal processes, e.g. URLs and search terms. Even a simple search on "FCM infra", the simplest possible term combination, yielded a pile of junk and opaque PDFs. PDF is simply not an appropriate format for reporting.
There is no real excuse for the difficulty of finding the actual published best practices - they should be the first thing seen at infraguide.ca. Since the domain name? is in English, go right to the English versions - putting a link to the French domain name in the corner, and vice versa for the term in French. The bestmultilingual web?s assume the reader knows the term in the language the domain name is in. How could they not? See Wikipedia for a particularly good example of this.
Unfortunately there are pretty pictures and frames but no attention to control verbs and commit verbs in the user interface?. There are no non-web delivery means such as interactive chat inquiry. This is not state of the art delivery of information just in time, to people who need it.
Something more like a reflexive intranet is required. A single term list to standardize vocabulary is the very first step to that, but it doesn't exist.
Everything starts with language. Without firmly standardizing the operational terms that apply, names of the activities, URLs for those on city web sites, and an overall process model for municipal operations, starting with the total cost of operations of the equipment that moves information around (IT, phones, radios), it is simply impossible to compare statistics and performance, and just as impossible to discover similar problems in different places.
Lack of standardization of terms makes it too difficult to map the terms used in InfraGuide to the city's own legacy terms without specific incentives to exactly and only that
