The
Efficient Civics Guild (
abbreviated ECG and signalled with the chords E-C-G) is a guild
? concerned with spreading
civic best practices via the
efficient application of wikis and other
intranet best practices, e.g.
reflexive intranets.
It expects eventually to create
ultra-reflexive intranets, perhaps using directions suggested by
Zeno Argumentation Framework and
Eightfold Way of Deliberation Dialogue and other work by
Peter McBurney. This would however only come at the end of a very long period of experimentation to build trust in the methods.
Some ECG wags refer to this as The Forbin Project?.
[+] organization structure
Structurally, the ECG is modelled after the
IETF and
IESG and applies methods similar to their
Request For Comment system and
reflexive means of specifying the
organization protocols in similar form to
Internet protocols. Because
civic efficiency in a modern industrial society
? requires extreme coordination and synchronization, ECG argues that civics should be standardized by similar means to the Internet standard
?s, methods similar to IETF Working Group
?s.
Just as IETF (specifies its
rulesets using the RFC system, e.g.
RFC 2119, ECG likewise catalogues its
protocols in a
reflexive way, making them open to challenge and correction by literally anyone.
[+] low-level concerns
IESG categorizes RFCs into "areas", of which ECG's works fit usually into the "General (GEN)", a "catch-all for WGs that don't fit in other areas." ECG intends to run open processes to s/elect the IESG Area Director
? for General eventually.
ECG officially
defers to IESG on the different ways of
moving IP packets and DNS information, routing concerns, and would work through IESG/IETF on these. One area of concern is personal DNS
? which ECG very strongly supports.
See also Karl Auerbach?.
ECG standards work also intersects strongly with four other areas:
security
While high-end Internet authentication
? and
privacy standards are considered to be sufficiently robust for any reasonable civilian use already, and ECG considers there to be no need for any more robust system than
Public Key Infrastructure, this may change. For instance, if a better way to factor large prime
?s is discovered, ECG would become more involved.
See Bigger Primes? for more analysis of this problem.
preserve right to anonymity
ECG is extremely concerned about oppression of
anonymous trolls and officially takes the position that the
infrastructure of democracy requires anonymity
? and at most factional credential
?s. As
sovereign identity and
open politics standards evolve, ECG expects to become more involved. ECG may submit the
open politics in force specification in the SEC (authentication and privacy) area. If its premises are resisted, ECG will also seek to s/elect this Area Director.
See No Me Kim? for a further analysis of this problem.
improve specific software
ECG will strongly critique software from civic perspectives. For instance,
ECG masters document
fatal tikiwiki flaws and helped specify
political wikis,
Consumerium,
openpolitics.ca itself, and many other civic efforts including
Imagine Halifax and
Green Party of Canada Living Platform and
Green Party of Nova Scotia. The
party protocol model is almost entirely ECG innovation.
continuous civic improvement
Aside from the social and organizational goals it expresses as technical standards, ECG has broader technical or operational purposes:
It seeks to improve global
quality management in government and
greening of government operations especially in
transparent municipalities following
ISO standards and ICLEI standard
?s. It seeks to act as one of the key liaisons of a UN agency
? to standards body
? activities.
achievements
ECG masters refined theory of
continuous municipal performance audits, robust
municipal role in emergency response,
resilient signal infrastructure using
boot image control methods, and the
five levels of intranet. They encourage use of mesh network
?s,
hundred dollar laptops,
cordless headset phones and other such cheap
worn devices in
developing nations, and
PDA phones and
reliable thousand dollar PCs in developed nation
?s. These varying hardware bases are expected to converge into one intermediate technology
? over time, and become roughly comparable in all nations perhaps by 2020.
[+] ontologists
[+] protocol-based structure
Wherever possible, ECG works through IAB
?,
IANA,
IESG and
IETF on technical standards. Like IETF:
There are no published central membership lists, and only limited corporate structure, corporate bylaw
?s and
rulesets, because of the
organization protocols in use which rely on distrust
? almost exclusively. The more sensitive decisions are made by smaller numbers of people, chosen from the
ECG masters, who demonstrate to each other that they are capable of independent design activity in the realm where the decision is undertaken.
A fusion of the
open organization and
open party models are likely to be adopted formally by the Guild at some point in 2006.
The Guild is integrating
ISO 14064, ICLEI ecoBudget
?, ICLEI Triple Bottom Line budget
?, ISO 15000
? and
ISO 19011 standards. These must be ratified before it elaborated its structure, as these affect the way
organization protocols especially
audit protocols will need to be defined.
The ECG intends to be a model of a reflexive, ISO-compliant, ICLEI-compliant, IESG-compliant organization from day one.
one contact
Apart from the name, very little public documentation has been released.
ECG nominees gain access to more detailed information about its goals and methods. Three ECG masters are known to exist, only one of which,
Craig Hubley, deals publicly for the guild. Each master has several apprentices whom they deal with directly. Nominees are dealt with collectively. One tool of the guild is alleged and collective identity
? by which they make it harder to determine anything other than the
credentials of contributors.
[+] holdings and public action
ECG holds mostly licenses to commercial use
? of
open content - having released a great deal of work for non-commercial use
? - some domain name
?s, and has relationships to a small number of
political wikis and technical wiki
?s to provide or develop
common content for them. The main purpose of retaining these rights is to ensure that there is sufficient income and leverage to continue to protect the overall
intellectual integrity of the derived work
?s, forming a consortium
? eventually with other organizations that commit strongly to
living ontology compliance.
The first publicly visible act of the Guild will likely be to participate in the
open tag consortium that is working to make
del.icio.us, furl
?, spurl
?,
technorati all obsolete.

scope
all civic professions
The intent of the ECG is to certify civic worker
?s of all kinds and at all levels, as having the public service ethic
? appropriate to the kind of work they do. ECG provides just in time training
? based on
instructional capital suitable to field worker
?s and inside worker
?s.
A list of job resources at the Carr Human Rights Centre
is a good place to start to understand the kind of work that a Guild certified professional would undertake in a global NGO
? or United Nations agency
?.
public management
Managers may use its evolving
ECG public management framework to guide
public management,
quality management in government,
green procurement,
performance audits and other
civic best practices appropriate to a
sustainable economy.
For private use the GROOP governance system based on some of the same prior art? as the ECG framework, is recommended to Canadians.
limited advocacy
ECG does not advocate
accounting reform nor
monetary reform but does advocate a measure of
public accounts reform to improve total accountability in government
?, beginning with the
ISO 19011 audit protocol. These measures
Beyond GAAP require
throughput accounting for current account
?s and
styles of capital analysis.

[+] is not CEG
The
Civic Efficiency Group is a Canadian
lobby group, unaffiliated with the ECG as a global organization. The CEG is composed mostly of
ECG Master rank
trolls, however, and these have a strong interest in the convergence of CEG efforts, such as the
Civic Efficiency Collaborative, with ECG standard
?s.
The CEG has sometimes advocated standards set by the ECG, e.g. in the
extensive analysis of Toronto's purchasing woes
and
operations
, its February 2005
open letter to Ralph Goodale from Civic Efficiency Group requesting he make
City Signal Infrastructure Loans available to
transparent municipalities, and the December 2003
Canadian urban mandate recommendations
made to
John Godfrey, and soon to be made to
FCM
,
Anne McLellan,
Reg Alcock and
David Miller. This will occur before the
Canadian federal election, 2005.
don't call us, we'll call you
ECG regularly scans the works of individuals active in the areas of concern, in order to identify potential
ECG masters,
ECG nominees and ECG Grandmaster
?s. Grandmaster works are noted and propagated without bothering the person or asking for their help or permission. Whatever they're doing, they should keep doing it!
Nominees are invited to participate, and given temporary access to resources of various kinds. If they do nothing with it, this access will at some point expire. If they participate as peers effectively with nominees, apprentices, other ranks, and masters, they'll become recognized and supported directly by specific people in each of the
sustainable trades the Guild supports.
Requesting to be nominated is discouraged, and will not usually work - don't call us, we'll call you.
