City Infrastructure Fund was created in the Canadian federal budget, 2004
? by then-Finance-Minister
John Manley. It was generally derided as woefully inadequate.
A
citizen initiative to augment it with a
City Infrastructure Loan program that would ultimately become self-funding
? was presented to
John Godfrey by the
Civic Efficiency Group in December 2004. It will be followed up with
a more detailed proposal
to the
Federation of Canadian Municipalities in June 2005. In the meantime an interim submission has been made to the
Green Budget Coalition to attempt to influence the
Canadian federal budget, 2005.
